A VIN decoder runs a VIN through a verification process to obtain vehicle history information. After it's been verified, it provides the following details:
Model year, Location of assembly, and production number

A record of applicable manufacturer recalls, warranty information, registration data and more
Before purchasing a vehicle, to ensure buyers are briefed on the features and options included, the United States began requiring that a Monroney Label be displayed on new vehicles. In 2013 it was updated to include:
Vehicle identification number (VIN)
Engine type
EPA fuel economy rating
Government safety rating
Manufacturer's suggested retail price

What does the window sticker not provide?
Window stickers don't detail dealership modifications installed to a vehicle, or repairs/replacement of components made by the manufacturer or other current/previous owners. The sticker only provides information about the standard equipment and options original to a new car.
Whether a vehicle has been purchased from a dealership, a private party -- even if it's a certified used car, the Monroney label does not provide records of the current condition or history of a vehicle. That information can be found by using services such as Carfax, Autocheck, or having a certified professional inspect the vehicle.
Additionally, since window stickers don't take into account natural wear and depreciation, the MSRP (Manufacturer Suggested Retail Price) is not a good representation of the vehicle’s current value and you may find a car sells for less when considering negotiations and discounts.
When does this Free Cadillac Window Sticker Tool or VIN decoder not work?
Even though the WithClutch window sticker tool can generate labels for discontinued vehicles (i.e. Cadillac CTS, Cadillac CTS-V), it can only produce stickers for vehicles that are 2013 Model Year and newer (i.e will not work for Cadillac Eldorado manufactured from 1952 to 2002). In some cases, there may be other limitations that prevent you from using the sticker tool:
The VIN is not 17 characters long (applies to vehicles model year 1981 and older)
The VIN cannot be verified by certified techniques:
Checksum: The 9th digit of the VIN (limited to numbers 0-9 or the letter X) of US and Canadian vehicles is used in an algorithm to determine its validity
Illegal character check: Except letters, I, O, and Q, a VIN can include any alphanumeric character
Your vehicle is too new and has not been add to the NHTSA (National Highway Traffic Safety Administration) database
